Finland's Digital and Population Data Services Agency (Digi- ja väestötietovirasto, DVV), the official authority responsible for maintaining the population register and processing all personal name registrations and changes in Finland.
The Digi- ja väestötietovirasto (DVV), commonly referred to in its earlier form as the Väestörekisterikeskus (Population Register Centre), is Finland's authoritative body for personal name administration. The DVV maintains the Finnish Population Information System (väestötietojärjestelmä), which records the legal name, date of birth, personal identity code, and civil status of every resident in Finland. All name registrations — from the initial recording of a newborn's etunimi and sukunimi to adult name changes — are processed through the DVV and entered into this central register.
Name Registration Process
When a child is born in Finland, the birth must be reported to a DVV office or, since the introduction of digital services, through the Suomi.fi portal. The parents submit their proposed etunimet and the chosen sukunimi for the child. The DVV verifies compliance with the nimilaki: it checks whether the proposed given names are acceptable (do not cause disadvantage to the child) and whether the surname is correctly formed. If a name is rejected, the DVV provides guidance on acceptable alternatives. Once registered, the name is assigned to the child's personal identity code and becomes the legal basis for all subsequent administrative interactions.
Digital Services and Modernisation
The DVV has progressively digitised its name-related services. Citizens can now apply for certain name changes, view their own population register data, and access official extracts of their civil status through the Suomi.fi digital services portal. The DVV also maintains statistics on name popularity, publishes annual reports on the most common Finnish given names and surnames, and cooperates with the Finnish Language Office (Kotus) on the maintenance of the nimipäivä (name day) calendar. Finland's integrated approach — combining legal authority, digital infrastructure, and linguistic expertise — makes the DVV a model of efficient national name administration.
